Dieses Projekt zu e-Partizipation im Bereich Klimawandel wurde von der Deutschen UNESCO-Kommission mit dem Preis für Bildung für nachhaltige Entwicklung ausgezeichnet.
In einer internationalen Vergleichsstudie wurden in sieben europäischen Städten bzw. Regionen die Auswirkungen der Beteiligung von BürgerInnen an lokalen Klimaschutzmaßnahmen untersucht. Das Ziel war herauszufinden, wie verschiedene elektronische Beteiligungsformen gegenüber traditioneller Beteiligung wirken, und wie BürgerInnen ihre klimarelevanten Alltagspraktiken durch kollektives Engagement verändern. Das Projekt wurde im Rahmen des Programms EUROCORES ECRP 2008 der "European Science Foundation" (ESF) vom Fonds zur Förderung der wissenschaftlichen Forschung (FWF: I 169-G16) gefördert.
Mit einem Online-CO2-Rechner bzw. CO2-Haushaltsbuch und unter Einsatz von Telefon- und Online-Umfragen, ExpertInnen-Interviews und der Analyse statistischer Daten wurde folgenden forschungsleitenden Fragen nachgegangen:
CO2-Reduktion durch Energieeinsparung, verändertes Ernährungs- und Konsumverhalten und umweltbewusstes Mobilitätsverhalten ist nur durch die aktive Mitarbeit von Bürgerinnen und Bürgern zu erzielen. Umso wichtiger ist es daher, die besten Methoden zu ermitteln, um die Öffentlichkeit in diesen Prozess mit einzubeziehen. Mit seinem multi-disziplinären Ansatz trägt das Projekt außerdem dazu bei, die nach wie vor vorhandene Forschungslücke im Bereich von elektronischer Partizipation (e-Partizipation) zu schließen.
Das ITA-Dossier Nr. 9 ("Gemeinsam und lokal zum Klimaschutz beitragen") fasst die Hauptergebnisse zusammen.
There is a widely acknowledged evaluation gap in the field of e-participation practice and research, a lack of systematic evaluation with regard to process organization, outcome and impacts. This book addresses the state of the art of e-participation research and the existing evaluation gap by reviewing various evaluation approaches and providing a multidisciplinary concept for evaluating the output, outcome and impact of citizen participation via the Internet as well as via traditional media. It offers new knowledge based on empirical results of its application (tailored to different forms and levels of e-participation) in an international comparative perspective. The book will advance the academic study and practical application of e-participation through fresh insights, largely drawing on theoretical arguments and empirical research results gained in the European collaborative project “e2democracy”. It applies the same research instruments to a set of similar citizen participation processes in seven local communities in three countries (Austria, Germany and Spain). The generic evaluation framework has been tailored to a tested toolset, and the presentation and discussion of related evaluation results aims at clarifying to what extent these tools can be applied to other consultation and collaboration processes, making the book of interest to policymakers and scholars alike.

The international comparative research project 'e2democracy' was aimed at assessing the potential of (e-)participation for fighting climate change in seven cities in Austria, Germany and Spain. Citizen panels collaborated with local governments on CO2 reduction including bi-monthly individual consumption monitoring and feedback of CO2 balances via carbon calculator for a period of up to two years. Following Thaler and Sunstein, the working hypothesis is that information about the impact of one's own behaviour as well as the competitive comparison with others encourages behavioural changes leading to CO2 reduction. Two major findings are: (1) the gap between declared commitments and actual participation is huge, and (2) the central hypothesis is only partly confirmed. Positive impacts among the participants (increased awareness of climate effects, reported changes of behaviour, improved individual CO2 balances by the majority) are not necessarily accompanied by reduced CO2 emissions on the collective level. Informed behaviour change has its limits.
