The project represents a pioneering study of 'electronic government' in Austria, and the use of information and communication technologies (ICT) as an interface between the public administration and citizens as well as businesses.
The study yielded an overview on 'e-government' in an international context; a first assessment of the state of affairs of electronic information offered at federal level in Austria; and an analysis of the conditions and constraints for successful implementation of e-government, including selected pilot projects.
The results found Austria by and large on a par with international developments, and with individual applications such as the electronic land register, electronic communication between courts and lawyers, and the so-called 'public service assistant' it is even in the forefront. In general, information services (guides to authorities, important everyday information, legal information etc.) dominated the offers, whilst communication and transaction services (e.g. electronic applications, tax returns) represented a strong growth area.
International ist seit einigen Jahren eine neue Phase des forcierten Einsatzes von Informations- und Kommunikationstechnologien im Bereich öffentlicher Verwaltung und politischer Institutionen zu beobachten. Eine Studie im Auftrag des Bundeskanzleramts untersuchte internationale Entwicklungen im Bereich „Electronic Government“, unternahm eine erste Bestandsaufnahme elektronischer Informationsangebote auf Bundesebene in Österreich und prüfte erfolgskritische Realisierungsbedingungen sowie sinnvoll erscheinende Pilotprojekte. Es zeigt sich, daß derzeit Informationsdienste dominieren, während Kommunikations- und Transaktionsdienste ein starkes Wachstumsfeld darstellen. Mit den Fortschritten im Bereich E-government auf Bundesebene erweist sich Österreich durchaus auf der Höhe der Entwicklungen.
This paper discusses major organizational challenges faced by initiatives to implement e-government. Firstly, guiding principles and problems of restructuring administrative functions and processes are pointed out. Secondly, requirements of and barriers to coordination and cooperation within public administration are discussed with a view on specific national strategies. As a third challenge the need to organize monitoring of performance in terms of e-government is examined.
Der Beitrag untersucht Schnittstellen zwischen Electronic Government und Electronic Commerce. Der verstärkte Einsatz elektronischer Medien im Verkehr zwischen Bürgern und Einrichtungen des politischen Systems erstreckt sich auf Informations-, Kommunikations-, und Transaktionsdienste. Informationen des öffentlichen Sektors sind u.a. demokratiepolitisch wichtig und Basis für die Entwicklung elektronischer Informationsprodukte durch die Informationswirtschaft. Elektronische Transaktionsanwendungen im öffentlichen Sektor unterstützen Alltagsbedürfnisse (z.B. Anmeldung zu Kursen), Behördenkontakte (z.B. Einreichung der Steuererklärung) und Prozesse der politischen Partizipation (z.B. Stimmabgabe in Bürgerbeteiligungsverfahren). Das hohe Interesses von Bürgern und Unternehmen unterstreicht den unmittelbaren Bedarf nach dem Aufbau einer Sicherheitsinfrastruktur sowie der Förderung von konkreten Anwendungsprojekten.
