Governance and Democracy in the Information Age

This research cooperation was an action within the European COST programme (European Cooperation in the Field of Scientific and Technical Research). Austria participated as one of 16 countries in the research network which started in March 1998. Its main objective was to increase the knowledge about the complex interplay between information and communication technologies (ICTs) and political players – the political parties, voluntary associations, interest organisations, parliaments, governments and administrations – in different European countries.

The research network consisted of five working groups:

  1. Cyber democracy
  2. ICTs and political organizations
  3. ICTs and public administration
  4. ICTs, social movements and citizens
  5. Regulation and control

ITA contributed to common research projects, conferences and publications within working group 3 "ICTs and public administration" and represented Austria in the management committee. Individual projects included:

  • E-Government II: One-stop Government in Austria (related with this research an International Workshop "One-Stop-Government through ICT" was held at the University of Bremen, October 1999).
  • PSI-Symposium: International Symposium "Access to and Ownership of Public Sector Information" in Vienna
  • COST Workshop: Workshop within the Final Conference of COST A14. ITA organised a Roundtable and Workshop "E-Government and citizens participation" within the Final Conference of COST A14 "Governance and Democracy in the Information Age", which was held in Brussels, 5 - 7 June 2003 ( presentations).
  • Backoffice: Reorganisation of government back offices for better electronic public services (cooperation with several partners within this project builds on working group 3 of COST A14).
