Korneuburg, a small city in Lower Austria close to Vienna, aims to be energy autonomous and CO2-neutral by the year 2036. Way2Smart Korneuburg is a first step in this direction. The city will redevelop two residential buildings according to the latest energy-efficient standards, with the apartments remaining affordable and owned by the municipality. An eco-friendly mobility service will supplement the concept.
This project is a first visible step of the “Master Plan Korneuburg 2036": Its purpose is to show that the provision of attractive, financially affordable living space and the creation of eco-efficient mobility may go hand in hand with energy efficiency and eco-sufficiency.
As part of the project the city of Korneuburg will redevelop two social housing properties. Moreover, environmentally friendly alternatives to individual motorcar traffic will be added to the living area. The apartments in the showcase will be small and affordable, aiming at a younger target group.
Another focus is the communication between users and experts: both groups will be able to discuss needs, requirements and possible measures. In addition, tenants and local residents are invited to join the wider dialogue process of the initiative "Energy Autonomy Korneuburg". Social science research will help to include of all relevant groups in the planning process. The project team will document all activities and lessons learned and will publish these outcomes against the background of the ambitious energy and CO2 reduction targets of the city on an online database. The results should serve as a model and motivation for similar projects in Korneuburg as well as in other Austrian cities.
The ITA is mainly responsible for the internal monitoring process. The aim is to document the practical and scientific learning experiences and assess intended (positive) and unintended (positive/negative) effects of the demonstrated measures. In addition, we will evaluate possible contributions to a long-term local development and identify new potential. In this respect it will be important to embed the discussed local strategies in a larger geographical environment (Region of Korneuburg, proximity to the city of Vienna, etc.) and the wider political and institutional context (climate and energy policies of federal, national and EU level). Finally, the ITA will develop policy options aiming at both, the design of similar renovation projects and the wider dissemination of energy-efficiency in the building stock.

Ab dem Jahr 2036 will die Stadtgemeinde Korneuburg energieautonom und CO2-neutral sein. Um dem Leitbild und Masterplan „Korneuburg 2036“ konzertierte Taten folgen zu lassen, sollte in einem Demonstrationsprojekt aufgezeigt werden, dass Energieeffizienz- und Suffizienzmaßnahmen keineswegs im Widerspruch mit sozial verträglichem, leistbarem Wohn- und Lebensraum sowie ökoeffizienter Mobilität stehen müssen. Im Projekt wurden die Schwerpunktthemen Gebäude (Sanierung auf Plusenergiestandard incl. Mobilität, leistbar und sozial verträglich) und Kommunikation (mit MieterInnen „auf Augenhöhe“, mit BürgerInnen und Bauträgern) eng verknüpft, um den vorgezeichneten Way2Smart im Leuchtturmprojekt „Start-up“ zu beschreiten, über die Energieautonomie-Plattform aufzuzeichnen und laufend zu verbessern.
