With the use of AI-based technologies, the number of (semi-)automated decisions that affect people is also increasing. At the same time, however, they have little knowledge about how these decisions are made and how they can influence their lives. This poses challenges in terms of democratic policy and increases the need for new educational concepts for dealing with these technologies.

The broad social consequences of artificial intelligence increasingly affect the education sector: due to rise of AI-generated texts, e.g., there is currently a broader discussion about the benefits and problems of AI in universities and schools. The use of AI also has medium and long-term effects on the education of pupils, students and adults.

The growing use of AI also implies an increase in automated decision-making systems:  this has educational as well as democratic policy implications: A lack of transparency and control over the use and consequences of AI-based decision-making systems hampers democratic participation, self-determination and agency. This is because those affected are usually not involved in the question of whether and how such systems are created and used. A broad public debate on the implications of AI applications for society is thus needed in order to shape these developments democratically and in accordance with social norms and fundamental rights. Education and communicating knowledge about this are key prerequisite for an informed public.

Objectives and Outcomes

Within the 30-month education and research project, scientifically prepared teaching materials will be developed and refined in pilot tests with various educational institutions. Based on the knowledge gained, a blended-learning concept consisting of several modules will be elaborated. This teaching concept will be used to train teaching staff in adult and vocational education in dealing with and imparting knowledge about algorithmic systems and AI-based technologies. The project thus contributes to education and knowledge transfer in dealing with AI and makes a valuable contribution to strengthening critical media literacy and digital political education for various target groups.

Also included is the analysis of policy-relevant aspects of algorithmic decision-making systems and AI-based technologies with a connection to the education system. The analysis results build the basis for policy recommendations.
