In a digital world, the concept of sovereignty must be redefined as a task for society as a whole. Currently, dependencies on global IT market leaders and monopoly platforms with worldwide broadband infrastructure prevail. This is associated with an enormous data collection. It is now necessary to clarify the values, principles, and legislation that govern the exchange, processing, and intentional use of this data. In this Lab, the conditions for a sustainable, democratic and globally competitive, European data economy were discussed. The state of developments and the roadmap ahead were evaluated by examining concepts, specifications and available open source applications for the impact of data corruption and AI.
The EFA Labs serve to create interdisciplinary communities for a strong and democratic Europe. In cooperation with the AIT - Austrian Institute of Technology, relevant experts from the OECD's Committee for Scientific and Technological Policy (CSTP), the OSCE (Freedom of the Media), the Centre for Democracy and Resilience at GLOBSEC, the UNESCO, the Research Institute`s Digital Human Rights Center, representatives from the European Parliament or the Federal Ministry for Climate Action, Environment, Energy, Mobility, Innovation and Technology, as well as private-sector organizations such as the Gaia-X European Association for Data and Cloud and representatives from the scientific community such as ETH Zuerich, the Vienna Department of Science and Technology Studies, the Austrian Academy of Sciences and others addressed the current opportunities and threats and looked at effective AI tools that are fundamental to protecting our democracy and freedom. Maren Beaufort als Expertin bei den mehrtägigen AIT Labs at European Forum Alpbach 2023:
Eine ausgewählte, interdisziplinäre Expertengruppe erarbeitete Lösungen zu „Datensouveränität – Handlungsfähigkeit und Kontrolle im digitalen, europäischen Raum“. In einer digitalen Welt muss der Begriff der Souveränität als gesamtgesellschaftliche Aufgabe neu definiert werden. Derzeit herrschen Abhängigkeiten von globalen IT-Marktführern und Monopolplattformen mit weltweiter Breitbandinfrastruktur. Damit ist eine enorme Datensammlung verbunden. Es gilt nun, die Werte, Prinzipien, und Gesetze zu klären, die den Austausch, die Verarbeitung und die gezielte Nutzung dieser Daten regeln. In diesem Lab wurden die Bedingungen für eine nachhaltige, demokratische und global wettbewerbsfähige, europäische Datenwirtschaft erörtert. Der Stand der Entwicklungen und der weitere Fahrplan wurden evaluiert, indem Konzepte, Spezifikationen und verfügbare Open-Source-Anwendungen auf die Auswirkungen von Datenmissbrauch und KI untersucht werden.
Die EFA Labs dienen dazu, interdisziplinäre Communities für ein starkes und demokratisches Europa zu schaffen.
