Patching New Public Management - ICT in Welfare Provision as an Answer for Shortcomings of the "Neoliberalised" System

ITA seminar with Sebastian Sosnowski, Institute of Philosophy and Sociology of Polish Academy of Sciences

The current shift toward digitalisation and datafication within the public sector is often framed in terms of doing things faster, easier, and cheaper. This presentation focuses on the digitalisation within the semi-privatised ("neoliberalised") model of public service delivery in several Polish municipalities. Based on empirical material from interviews and ethnographic observations, I argue that the ongoing digital transformation is not merely the continuation of New Public Management principles — such as privatisation and reliance on market solutions — but is also expected by policymakers and institutional managers to address the shortcomings of neoliberal policies.
