Precaution – forever an obstacle to innovation?

AI, Nano and Co: New RECIPES report highlights the relationship between innovation and precaution

What are the best strategies to cope with the uncertain risks of new technology? The precautionary principle allows decision makers to adopt precautionary measures even if scientific uncertainties exist about environmental and health impacts of new technologies or products.

This raises difficult questions: where do we draw the line between sufficient protection and excessive caution? Is the precautionary principle an obstacle to progress and innovation, or a suitable way to manage risks and push for safer and more sustainable alternatives? Can precaution and innovation reinforce each other?

A recent report by the international research project RECIPES examines "The impact of the precautionary principle in the years 2000 to 2019".  The report, published by the University of Maastricht, takes stock of the way the precautionary principle has been applied and reflects on its advantages and limitations. The findings of the report were summarised in a policy brief. RECIPES is analysing the application of the precautionary principle in nine case. The ITA is responsible for the case study on nanotechnology.

Precautionary approach to nanomaterials

André Gazsò, nano expert at ITA, says: "Nanomaterials are already found in textiles, new plastics, lightweight construction elements in the automotive sector, or in surface finishing. We are looking at aspects of consumer protection as well as product safety or safety aspects in the workplace".

For Gazsò, nanomaterials are an ideal example: "Austria and the EU have been ready to combine safety and sustainability with innovation right from the start. As early as 2010, Austria defined an action plan for the safe handling of nanomaterials and nanotechnologies, the recommendations of which are still being implemented today. In this way we ensure that appropriate safety measures can be taken despite existing uncertainties. It is essential to involve experts from all relevant areas in assessing the possible behaviour of nanomaterials. (DR)
