CMC’s Josef Seethaler contributed the Chapter on Austria, claiming that the country lost long-term media market stability. The chapter’s conclusion reads: “Late liberalization, significant foreign investments, reliance on state subsidies and state advertising, a high level of media concentration, and the sometimes endangered editorial autonomy can be diagnosed as the most defining features of the Austrian media landscape. Despite – or even partly because of – these features, a relatively stable media market had developed, which, on the one hand, contributed to a strong loyalty of significant parts of the population to certain, large media brands that still exists today, but, on the other hand, allowed pluralistic, high-quality, and innovative journalism to develop only in niches. For too long, this stability has led to not taking the effects of changes in media supply and media use seriously. Today, the Austrian media ecosystem is in a state of upheaval to which the industry and policymakers are slow to respond.”
