Ware points out that, while practitioners have questioned universal economic prescriptions for development, they have been less rigorous in questioning the normative foundations behind their work. Though Myanmar is his case in point, he suggests key issues of perception and practice that are intrinsic to a successful development enterprise wherever it is undertaken.
