Employment trends related to the use of advanced communications

This multinational study assessed the quantitative and qualitative effects of advanced communications technologies on employment with a view to formulating policy recommendations. Provided they are incorporated in broad-based strategies to promote human resources and that corporate organisational policies are sufficiently innovative, a positive impact on employment in spite of rationalisation effects can be achieved in the long-term given a favourable macroeconomic climate. Expansion will be possible in particular through new information and communications services and indirectly as well through the positive knock-on effects of process innovation. The net effect on employment itself will be more modest than the ambitious targets set by the Bangemann Report, even if external conditions are favourable. In structural terms, routine work and casual labour are likely to lose importance, while new jobs will be created for highly professional information and consultancy staff.
