Evolution of early memory practices in post-genocide Rwanda (1994-2004)

Post-genocide Rwandan society faced an extremely difficult question of how to deal with the aftermath of the genocide against the Tutsi. This paper historicizes Rwanda's genocide memory. It examines the first decade of genocide commemoration in Rwanda. First, it examines key events that shaped this evolution in the aftermath of the genocide, secondly, it identifies key actors who shaped these early ceremonies, institutions, and finally analyzes shifts that started to evolve through themes and other materials of memory. Using diverse sources, it argues that early commemorations were less structured and responded to more local needs than the national and international factors that shape commemorations today, two decades later.
