Future Search & Assessment "Energy and End Users" (07/2007–03/2008)

The current energy system is mainly based upon fossil energy sources. To minimize or avoid severe negative consequences in terms of costs and effects for men and the biosphere this system has to face radical changes. The overall goal is an efficient and secure energy supply system based on mostly renewables. Research and de-velopment activities will undoubtedly have to play a crucial role for this transitory process, predominantly regarded as the only future option. Furthermore technology alone will not be able to tackle this challenge as in terms of energy supply, production and use a complex socio-technological system is affected. With a view to success-fully implementing changes, the measures have to be widely supported by the popu-lation. Therefore, the goals and instruments of the current energy research program "ENERGIE DER ZUKUNFT" shall be embedded in a broad dialogue with the popula-tion. This project aims to contribute to this very dialogue.

Research programs like "ENERGIE DER ZUKUNFT" usually rely on certain overall concepts ("Leitbilder") such as "secure and sustainable energy supply system". Based thereupon they identify preferably precise topics for research and develop-ment activities. In this process, participative technology assessment (pTA) can con-tribute twofold: First, pTA may contribute to the social robustness of the underlying strategies and scenarios of the research program; and second, the research topics that directly refer to the end users can be tested in terms of their social acceptability. In order to put these goals into practice, ITA has organised a multi-stage participative process. The method chosen consists of a well balanced mix of focus groups, ple-nary sessions, expert inputs as well as moderated working groups. The participants are both lay people and experts. The main event was scheduled from November, 24th to November, 26th 2007.

As suggested by ITA in our project Techpol 2.0, the present project is jointly financed by the RFT, BMVIT and BMWA. Cooperating partner for a part of the event will be Arsenal Research.
