Handbook Strategic Environmental Impact Assessement (3rd, extended edition, 12/2009) 

The Institute of Technology Assessment publishes the handbook Strategic Environmental Impact Assessment (SEIA) since 1997 with the Austrian Academy of Science Press, since its second edition in lose-leaf format. After a series of minor amendments over the past years, the handbook is now published in a revised third edition, as an e-book, for the first time.

With this aim, the handbook SEIA has been completely revised and complemented and now contains, after a revised introductory overview chapter and the chapter "Step by step through the SEIA process", the new chapter "SEIA in Austria". The latter presents a documentation of about 400 Austrian SEIA procedures, structured according to different planning sectors, as well as selected case studies. In addition to the experiences with the seven Austrian SEIA pilot projects, this chapter also summarizes the federal and regional (i.e. Länder) activities. The revised chapter "SEIA international" describes SEIA developments on the international level and the next chapter presents the legal bases for SEIA. There, the SEIA Directive of the European Union, the SEIA protocol of the UNECE and all SEIA relevant Austrian statutes and regulations are documented. The last chapter contains SEIA check lists, further literature, references, and links.

The format "e-book" facilitates quick revision and actualisation in the rapidly developing area of SEIA. Linking the texts with original documents such as legal frameworks etc. will make the handbook practical and useable.

Earlier editions

Based on a series of workshops with invited speakers from overseas focussing on key actors in the Austrian administration, we put together a handbook on SEIA. The handbook appeared in 2000 in a second edition and is continually updated as a loose-leaf edition.
