Mechanism and Ways to Put Coherence into Practice
Eine Veranstaltung von ÖFSE und EADI in Kooperation mit VIDC, KEF, OEZA.
Looking at the commitments of the EU member countries in their development
policy, the precept of coordination, complementary and coherence appear
already in 1992 in the Maastricht Treaty. While coordination and
complementary are being addressed as important technical issues within the
debate of "Aid Effectiveness", coherence refers much more to the policy
level, where different national interests compete with development policy.
The importance of a coherent development policy has been recognised since
1992 in many papers and documents, but implementation is still being
hampered by the dominance of national (economic) interests. In the last
couple of years, a lot of research has been done on institutional approaches
to help governments to achieve policy coherence in support of development.
